As of January 1, 2024, the minimum wage for officially employed workers in Poland has increased. According to the decision of the Polish government, the minimum hourly rate has also been raised. This is the first of two planned increases for this year.

This year, Poland will see two increases in the minimum wage—on January 1 and July 1.

The government has decided that the minimum wage will rise to 4,242 PLN gross at the start of 2024, and to 4,300 PLN starting July 1. At the same time, the minimum hourly rate will increase to 27.70 PLN as of January 1 and to 28.10 PLN as of July 1.

How Much is the Net Salary in Poland in 2024?

With the minimum salary increasing to 4,242 PLN gross from January 2024, the net amount will be slightly less than 3,200 PLN. In July, when the gross amount rises to 4,300 PLN, the net salary will be around 3,260 PLN.

The minimum wage from January 1, 2024, is set at 4,242 PLN gross, which is an increase of 752 PLN (21.5%) compared to the previous amount of 3,490 PLN before the increase. Recall that the last increase in the minimum wage in Poland occurred on January 1, 2023.

The increase in the minimum wage to 4,300 PLN starting July 1, 2024, represents an increase of 700 PLN (19.4%) compared to the previous amount established on July 1, 2023 (3,600 PLN).

Minimum Gross Hourly Rates in 2024:

As of January 1, 2023 — 22.80 PLN

As of July 1, 2023 — 23.50 PLN

As of January 1, 2024 — 27.70 PLN

As of July 1, 2024 — 28.10 PLN

The increase in the minimum hourly rate to 28.10 PLN as of July 1, 2024, represents an increase of 4.6 PLN compared to July 1, 2023, or 19.5%.

How Much is the Net Minimum Wage for Workers?

The net amount, or the take-home pay after deductions for social security contributions, health insurance, and income tax advances, will be lower. For instance, with a minimum wage of 4,242 PLN gross in January 2024, an employee will receive approximately 3,221.98 PLN net. With a gross salary of 4,300 PLN in July, the net amount will be around 3,261.53 PLN.

Impact on Other Payments

The increase in the minimum wage in Poland will also affect other payments. The rise in salaries will directly impact all financial aspects. Along with the minimum wage, the lowest basic benefit for temporary disability payments (sick leave) will increase proportionally according to the new minimum wage, depending on the number of employees working on a full-time basis (FTE).

Compared to 2019, the number of visas issued by Poland to Ukrainian citizens decreased by 43.1% (899,605 visas in 2019). This decline was caused by the COVID-19 pandemic, during which Polish consulates in Ukraine were closed for nearly two and a half months—from mid-March to the end of May.

Upon resuming operations, consulates prioritized the issuance of work visas to individuals who had submitted applications for documentation related to future employment in Poland’s agricultural sector. Additionally, in 2020, Polish consulates denied visas to 15,765 Ukrainian citizens, which accounted for 2.9% of the total number of submitted visa applications.

According to the data from the Central Statistical Office of Poland, at the end of 2019, there were over 1.3 million Ukrainians in Poland. At the beginning of the lockdown, in the second half of March, more than 150,000 Ukrainian labor migrants left Poland. However, during the summer, Ukrainians began to return in large numbers to work in Poland.

The Polish authorities allowed labor migrants from outside the EU, including Ukrainian citizens who were legally residing in the country at the time of the lockdown, to remain in Poland after their visas expired for the duration of the pandemic and for 30 days following its conclusion. This provision is still in effect today.

Ukrainian labor migrants can expect automatic extensions of their work visas and permits due to the COVID-19 pandemic.

This was stated in the anti-crisis package for the Polish economy amounting to 212 billion PLN (over 45 billion euros), presented by President Andrzej Duda and Prime Minister Mateusz Morawiecki.

“In one of the points of the economic assistance package, it is mentioned that visas and work permits for workers from Ukraine will be automatically extended,” the announcement stated.

Overall, the anti-crisis package in Poland will consist of five main blocks: protection of jobs, support for the healthcare system, safety of the financial system, support for entrepreneurship, and development of public sector investments.

In particular, entrepreneurs who experience a significant drop in income due to the COVID-19 pandemic will have 40% of their employees’ wages covered by the state, up to the level of the average salary, with the remaining 40% to be covered by the employer. Additionally, individuals working under commission contracts and contracts for services can expect to receive assistance from the government in the amount of 80% of the minimum subsistence level.

In case of an extension of the closure of kindergartens and schools, parents who stay home with young children (up to 8 years old) will receive social assistance for up to 14 days.

The business support package includes credit guarantees, microloans, partial restoration of Sunday trading for retail establishments, and a temporary suspension of social contributions to the budget.

To support the healthcare system, 7.5 billion PLN (over 1.7 billion euros) will be allocated to provide hospitals and medical institutions with everything necessary to combat the coronavirus, as well as modernizing the entire medical system in the country.

In the financial sector, the Polish government plans to ensure the safety of bank deposits, the normal functioning of banks, and the banking payment system, while the Office for Competition and Consumer Protection will combat unjustified price increases.

The government will allocate 30 billion PLN (6.8 billion euros) to enhance investments in the public sector, including the construction of local roads, digitization, modernization of schools, and the country’s energy infrastructure.

Due to the COVID-19 pandemic, Ukrainian migrant workers in Poland may have their work permits and working visas automatically extended. This is stated in one of the points of the program “Economic and Social Anti-Crisis Shield for the Safety of Entrepreneurs and Workers in Connection with the SARS-CoV-2 Pandemic,” developed by the Polish authorities.

The proposed economic assistance package amounts to 212 billion PLN (approximately 50 billion euros) and consists of five main blocks:

protection of jobs (30 billion PLN);

support for entrepreneurship (74.2 billion PLN);

safety of the financial system (70.3 billion PLN);

support for the healthcare system (7.5 billion PLN);

development of investments in the public sector (30 billion PLN).

As part of the proposed measures, the plan is to automatically extend the validity of visas and work permits for workers from Ukraine.

The relevant draft law will be considered by the Polish government on March 24, after which it will be sent to parliament.

Additionally, in order to mitigate the negative impact of the SARS-CoV-2 pandemic on the economy, the government plans to take the following steps:

To preserve jobs:

they will reimburse 40% of the average salary of employees to employers who are on the verge of closure due to quarantine;

individuals working under commission contracts or contracts for services will receive financial assistance from the government amounting to 80% of the minimum subsistence level (approximately 2000 PLN gross);

if the quarantine duration for kindergartens and educational institutions is extended, parents will continue to receive separate social assistance. However, only those who stay home to care for a child up to 8 years old will be eligible, and the payments will not exceed a 14-day period.
